UN peacekeeping missions can inadvertently enable authoritarian practices in counties that host them, even when their stated aims involve the promotion of democracy. We identify two mechanisms through which enabling occurs: by building the capacity of incumbent elites and signalling a permissive environment for authoritarian behaviour. We focus on UN peacekeeping missions in the DRC, Liberia, Haiti, and Cambodia.
